according to the bureau of labor statistics..."Because unemployment insurance records relate only to persons who have applied for such benefits, and since it is impractical to actually count every unemployed person each month, the Government conducts a monthly sample survey called the Current Population Survey (CPS) to measure the extent of unemployment in the country."
it's a sample of about 35/1000 of a percent, or, .00035 of the total population (.035%)..."There are about 60,000 households in the sample for this survey. This translates into approximately 110,000 individuals..."

according to their website..."Persons are classified as unemployed if they do not have a job, have actively looked for work in the prior 4 weeks, and are currently available for work."

These questions form the basis for estimating the number of persons who are not in the labor force but who are considered to be 'marginally attached to the labor force.' These are persons without jobs who are not currently looking for work (and therefore are not counted as unemployed)..."
